Not that I am aware of.
And most devices that use Android I would imagine are not powerful enough to really do a good job of doing it for a movie.

Mushroom is right: speech recognition is CPU intensive.
Some times ago, there was online tools for this, but it seems to be not free anymore: https://azure.microsoft.com/products/cognitive-services/speech-to-text/#overview

After some research, it does exist. Then, I have not tested these applications so I advise you to read their descriptions and comments if there are any. I think you can find your happiness or not:

It's a shame for azure speech to text, I liked using it. Now you have to register with credit card, but it's still free for 5 hours per month from what I understand.
