I found that Clipchamp has a transcribe option for generating subtitles, and I have found out that it is markedly better than Subtitle edit for this function.
The only real drawback is that Clipchamp doesn't care for videos much longer than 30 minutes, so I use video solo to slice the video into 30 minute chunks, run the captions option in Clipchamp to make Japanese subs, translatesubtitles.co to translate to English, and subtitletools.com to slap them all back together after I'm through using SE for the line-by-line editing.
Sounds exhausting, I know, but the quality of the machine translation has consistently been better than Vosk on SE.
Plus, doing the work in 30 minute chunks kind of fools your brain into thinking that they are small projects.
